Need for supervision stressed in draft law on rural vitalization

Authorities at each level down to the grassroots, including those responsible for auditing, financial affairs, reform and development, and agricultural and rural affairs, as well as governments at or above county level across China should play supervisory roles in promoting rural vitalization, a draft law said.
The draft law on promoting rural vitalization was submitted to the bimonthly session of the Standing Committee of the National People’s Congress, the country’s top legislature, for its first review on Thursday.
Highlighting the need for supervision and inspection, the draft aims to ensure that work to promote rural vitalization can proceed in an orderly and effective way, Chen Xiwen, a member of the NPC Agriculture and Rural Affairs Committee, said while explaining the draft to lawmakers.
The draft instructs governments and Communist Party of China committees at local level to set up target and evaluation systems to shoulder major responsibilities for promoting rural vitalization. It also orders them to report their local rural vitalization situation to the corresponding department higher up the administrative ladder, as well as the local legislative body or its standing committee.
The draft also stipulates measures for the enhancement of agriculture, the improvement of rural areas and the personal development of rural people.
Other draft laws, including ones on administrative discipline for government employees and support for veterans, were also submitted to the NPC Standing Committee for review on Thursday.
