Should elder sister raise her little sibling?

She deserves the right to decide whether she will foster her little brother or not. It is difficult for anyone at her age to foster a child, not to say she can barely feed herself. Thereby I don't think anyone can make the decision for her or blame her for not make the so-called "right" decision.
In the final analysis, the government should have overall responsibility in this situation. If minors don't have relatives who are able to support him/her, there should be a government agency to offer them help. Even if the big siblings are willing to bring the little ones up, the government still needs to pay close attention to their life and provide them preferential policies when they are both underage and unable to support themselves.
Last but not least, if the big sister takes care of her younger brother, the younger one should have the obligation to support the bigger one when she/he is old. After all, responsibility should be equal.
