China appoints foreign ministry's new commissioner in HKSAR

BEIJING - China's central government has appointed Liu Guangyuan as the Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region (HKSAR), replacing Xie Feng.
