Policy aims to improve economy in Liaoning

The central government has given the green light to a fresh policy plan to help Liaoning province build an economic belt and make it a stronger player in the Northeast Asia economic circle.

The goal is to bolster the province's global competitiveness in economic and trade cooperation and achieve major progress in ramping up the revitalization of Northeast China.

A circular released on Saturday elaborated on the plan, which was approved by the State Council, China's Cabinet.

Liaoning and two other Northeastern provinces, Heilongjiang and Jilin, have been focused on revitalizing the area's economy.

In the 20th century, the region was the country's industrial forerunner, but it has lagged behind in recent decades due to a failure to tackle the challenges of industrial transformation and upgrading.

The economic belt plan was submitted by the Liaoning government and the National Development and Reform Commission for advancing the high-quality development of the Liaoning Coastal Economic Belt.

According to the circular, efforts to enact the plan should focus on supply-side structural reform, take reform and innovation as fundamental driving forces and involve green and low-carbon development.

It named three key tasks in particular: upgrading traditional brands, firms and sectors; nurturing more businesses based on originality; and developing emerging sectors.

Authorities should encourage the economic belt to vigorously develop its marine economy, accelerate the introduction of modern industrial systems, improve mechanisms for coordinated development and pursue a higher level of opening-up.

The Liaoning government is tasked with leading efforts to implement the plan, and establish and improve a coordinated mechanism for high-quality development among coastal cities.

Specified work plans should be drawn up to identify tasks and responsibilities, and major policies, projects and programs that are part of the plan must be reported for approval.

Committees formed for Zhongguancun Forum

Vice-Premier Liu He will head the recently formed organizing committee of the Zhongguancun Forum, a leading venue for dialogue focused on scientific and technological innovation.

According to a circular released by the State Council General Office on Friday, the establishment of an organizing committee and an executive committee for the forum has been approved.

Cai Qi, secretary of the Beijing Municipal Committee of the Communist Party of China, will serve as first deputy chairman of the organizing committee and as director of the executive committee.

Wang Zhigang, minister of science and technology, and Hou Jianguo, president of the Chinese Academy of Sciences, are among the officials who have been appointed as directors of the executive committee.

The organizing committee is in charge of the organization and coordination of the Zhongguancun Forum and is responsible for reviewing and approving the forum's overall plan, implementation tasks and related issues, and for facilitating crucial links.

Major issues should be reported for approval as required.

The forum will include a liaison office, as well as teams working on external affairs, security, publicity, pandemic prevention and control, policy and result releases and exhibitions.

The executive committee is tasked with suggesting and submitting general plans, implementation tasks and major issues related to the forum to the organizing committee for approval.

It is also tasked with carrying out the organizing committee's decisions, overseeing specific matters involved in convening the forum, promptly informing the organizing committee of its progress and making on-site arrangements during the event.
