The 20th CPC National Congress was held from Oct 16 to 22 in Beijing. Xi Jinping, general secretary of the CPC Central Committee, delivered a report to the 20th CPC National Congress on behalf of the 19th CPC Central Committee at the Great Hall of the People in Beijing, Oct 16.
Titled "Hold High the Great Banner of Socialism with Chinese Characteristics and Strive in Unity to Build a Modern Socialist Country in All Respects," the document stated: "China is committed to its fundamental national policy of opening to the outside world and pursues a mutually beneficial strategy of opening up. It strives to create new opportunities for the world with its own development and to contribute its share to building an open global economy that delivers greater benefits to all people".
The 20th National Congress of the Communist Party of China (CPC) provides a new opportunity for China's high-level opening-up to the outside world and new momentum for world economic growth. In the report of the 20th CPC National Congress, the word "opening-up" was mentioned as many as 29 times, and the report emphasizes promoting high-standard opening up and promoting the high-quality development of the Belt and Road Initiative(BRI).
As an important carrier of China's high-level opening-up practice in the new era and a key component of China's opening-up to the outside world, the Belt and Road Initiative has promoted economic growth and improved people's livelihood in various countries. It has become a popular international cooperation platform and international public product, and has received enthusiastic response and wide support from the international community. Up to now, China has signed more than 200 cooperation documents with 149 countries and 32 international organizations under the BRI, and cumulative trade in goods between China and countries along the Belt and Road is about $12 trillion (as of June 2022).
The report emphasizes that "China adheres to the right course of economic globalization. It strives to promote trade and investment liberalization and facilitation; advance bilateral, regional and multilateral cooperation; and boost international macroeconomic policy coordination. It is committed to working with other countries to foster an international environment conducive to development and create new drivers for global growth. "China has always been committed to driving the opening up of the world with a high level of openness, continuously strengthening the deep integration and resonance with the development plans of other countries; building an international cooperation environment of peace, friendship and development; and promoting the construction of an open world economy to go deeper.
After the 20th CPC National Congress, China’s door to opening up to the outside world will further open, the fields of opening will further broaden and the strength of opening to the outside world will further increase. Standing at a new historical starting point and on a new journey of opening-up to the outside world, the 20th CPC National Congress provides a new opportunity for China to open up to the outside world at a high level, and the world will also benefit from China's opening-up and eventually share the fruits of China's development.
The 20th CPC National Congress provides new opportunities for the common prosperity of all countries and injects new impetus into world peace. As the 20th Congress report points out: "Today, our world, our times and histories are changing in ways like never before… All of this is posing unprecedented challenges for human society". Some countries are engaged in unilateralism and hegemony, trying to "break the chain" by "decoupling" and "building a wall" against globalization, which has seriously damaged the goods environment of international cooperation and harmed the common interests of all people over the world.
As a responsible global power, China has taken the lead in implementing the UN 2030 Agenda for Sustainable Development, contributing more than 70 percent to global poverty reduction and contributing an average of more than 30 percent to world economic growth over the years. China has fulfilled its duties and missions as a permanent member of the UN Security Council and sent more than 50,000 persons to participate in UN peacekeeping operations, becoming the second largest UN contributor to peacekeeping. China has sent 38 teams of medical experts to 34 countries, provided more than 2.2 billion doses of vaccines to more than 120 countries and international organizations, carried out the largest global emergency humanitarian operation since the founding of PRC and built a community of destiny for human health. China has launched global development initiatives and global security initiatives, established the China-UN Peace and Development Fund, deepened South-South cooperation, and made great contributions to human development.
The report of the 20th CPC National Congress emphasized that "China has always been committed to its foreign policy goals of upholding world peace and promoting common development, and it is dedicated to promoting a human community with a shared future". China has steadfastly practiced multilateralism, strengthened cooperation with other countries and actively contributed Chinese power to drive the common development of other countries, providing new opportunities for the common prosperity of all countries and a boost for world peace.
As an open-minded political party, the CPC is striving to promote the construction of a new type of international relations through establishing a new type of political party relations, and to improve the global partnership network by consolidating the global political party partnership network. The 20th CPC National Congress has demonstrated to the world with an open mind and a cooperative attitude that China has always been committed to its foreign policy goals of upholding world peace and promoting common development, and it is dedicated to promoting a human community with a shared future. China has always adhered to the basic state policy of opening-up to the outside world, firmly pursued an open strategy of mutual benefit and win-win situation, and continuously provided new opportunities for the world with China's new development.
