Is it fair to target only Chinese travelers?

If countries that impose restrictions to the Chinese traveler are not to reverse their policy, few Chinese travelers will travel to their countries and therefore they would miss out on the tremendous economic benefits derived from the Chinese immerse tourism revenues. 

Chinese tourists would lose confidence in such countries in the long run. The tourism industries in such countries would be seriously affected and they would bear the consequences for their governments' irresponsible behaviors.
