State Council's Work Safety Commission to supervise Qinhuangdao capsizing accident investigation

The State Council's Work Safety Commission has decided to supervise and oversee the investigation into a tourist boat-capsizing accident that occurred in Qinhuangdao, Hebei province last month and resulted in 12 fatalities, according to a notice made public on Monday.

The notice was issued by the commission to the Hebei provincial government on April 15, two days after the accident occurred, while it was released on Monday on the official website of the Ministry of Emergency Management.

According to the notice, on April 13, the accident occurred in the Qinglong River area in Lulong county, Hebei.

The notice said that Hebei provincial government should organize accident investigation as soon as possible in accordance with relevant laws and regulations, promptly determine the cause of the accident, and strictly propose handling suggestions.

Before concluding the case, the draft accident investigation report should be submitted to the Office of the commission for review and approval, and the Hebei government should be responsible for approving the conclusion and publicly announcing it, the notice said.

After the case is concluded, the accident investigation report and the implementation of accident-handling decisions should be promptly reported to the commission's office for record keeping.
