Advanced reforms in household registration eases life of Chinese citizens

Public security organs have steadily advanced reforms in the household registration system, residence permit system and off-site ID card processing, achieving significant results, Li Guozhong, a spokesman of the Ministry of Public Security, said at a press conference on Monday.
The reform of the household registration system and the management and service of resident ID cards is a key task led by the ministry, and is also a pragmatic measure to promote new urbanization and comprehensive rural revitalization, he said.
The ministry, the National Development and Reform Commission and other departments have encouraged regions to adopt local strategies and policies, continuously lowering the thresholds for household registration, he said.
"Restrictions have been largely relaxed nationwide, except in a few mega-cities in eastern China and a few provincial capitals in the central and western China. Since 2019, about 50 million people of an agricultural population have become urban residents, and by the end of 2023 the urbanization rate of the registered population reached 48.3 percent," he said.
Besides, all provinces, autonomous regions and municipalities have issued residence permit implementation measures. Over the past five years, 84 million residence permits have been issued, gradually perfecting the mechanism for providing basic public services to urban residents based on these permits.
Li noted that cross-province services for household registration transfers, initial ID card applications and the issuance of household registration certificates have been implemented nationwide. The scope of cross-province newborn household registration services is also expanding in a steady manner.
As of the end of April 2024, about 3.55 million cross-province household registration transfers and 1.86 million cross-province household registration certificate issuances have been completed.
The off-site acceptance, loss reporting and retrieval of resident ID cards have also been implemented with a total of 106 million ID cards reissued or replaced off-site, significantly saving citizens time and economic costs, he said.
