Outgoing Dutch PM Mark Rutte appointed as NATO secretary general

BRUSSELS -- The North Atlantic Council decided to appoint outgoing Dutch Prime Minister Mark Rutte as the next secretary general of North Atlantic Treaty Organization (NATO), NATO said in a statement Wednesday.
