Senior central government officials emphasized Hong Kong's continued advantages in China's ongoing reform and opening-up, highlighting the city's significant potential in fostering high-quality productivity, financial development, and acting as a bridge between domestic and international markets.

The remarks were made during a seminar in Hong Kong on Monday, where officials discussed the outcomes of the third plenary session of the 20th Central Committee of the Communist Party of China. The event was part of a series of talks organized by the Hong Kong Special Administrative Region government.

Shen Chunyao, chairman of the Legislative Affairs Commission of the Standing Committee of the National People's Congress, and Commerce Minister Wang Wentao were invited by the special administrative region's government to present the key points of the plenary session.

Over 1,000 representatives from various sectors in Hong Kong, including government officials, business leaders, civil servants and lawmakers, attended three related seminars held from Sunday to Monday. Another presentation is scheduled for Macao on Wednesday.

During his speech on Monday, Wang said that a major takeaway from the plenary session was China's steadfast commitment to further opening up to the world. He noted that Hong Kong's strengths in trade and investment position it to play a crucial role in China's expanded global engagement.

Wang also highlighted Hong Kong's status as an international financial center, saying the central government fully supports the city's high-quality development in the financial industry. He also mentioned Hong Kong's potential to promote new quality productive forces, a key strategy emphasized in the plenum's resolution. With its rich resources in talent, capital and platforms, he said the city is well-positioned to drive technological and institutional innovation in China.

He said unprecedented changes in the international community have underscored Hong Kong's strategic importance and he encouraged the city to maximize its role as a super connector and value enhancer.

While maintaining its traditional strengths, Wang said it is vital for Hong Kong to proactively align with China's upcoming 15th Five-Year Plan (2026-30) and the development of the Guangdong-Hong Kong-Macao Greater Bay Area.

Shen provided a detailed explanation of the significance of the third plenary session, noting that during his two-day visit to Hong Kong, he had observed a strong interest among various sectors in the city regarding the session and Hong Kong's role in China's development.

Shen said that reflected the dedication of Hong Kong's residents to the principle of "one country, two systems" and their love for both the city and the country, which he found highly inspiring.
