Shanghai's Changning district sees its GDP reach $42b

In 2025, the regional gross domestic product of Shanghai's Changning district totaled 289.8 billion yuan ($42 billion). The average annual growth rate of GDP during the 14th Five-Year-Plan period (2021-25) reached 7 percent, ranking first in the city, an investment promotional meeting held in Changning on Tuesday showed.

Also, according to the meeting, the district, taking up only 0.6 percent of the city's land area, contributed 5.1 percent of the city's total economic output. The total revenue of the district-level general public budget has reached a new historical high of 19.66 billion yuan, with an average annual growth rate of 8.8 percent during the 14th Five-Year-Plan period, which is 5 percentage points higher than the city.

Zhang Wei, the district's Party chief, said, "During the 14th Five-Year-Plan period, the economic development of Changning has shown a good trend of steady progress and healthy improvement."

He noted that Changning will take advantage of the 15th Five-Year-Plan period (2026-30) to deeply cultivate investment in key industries, make good use of investment partner resources, and expand investment channels.

During the meeting, a new batch of investment partners award ceremony was held, and eight enterprises and institutions became investment partners, covering industry chain owners, business associations, and financial institutions. All parties will deepen cooperation in key areas such as industrial investment and overseas investment.

Pu Yapeng, deputy director of Shanghai Municipal Commission of Economy and Informatization, said that Changning's work in investment promotion in 2025 was remarkable, and the next step, the commission will continue to offer Changning support in focusing on attracting investment, promoting economy, seeking development, and providing services.

Zhang underscored the importance of seizing strategic development opportunities and shaping new advantages in unleashing institutional innovation dividends, to join the wave of industrial transformation and achieve new breakthroughs in building a modern industrial system, and to optimize the first-class business environment and demonstrate new achievements in creating a pleasant ecosystem.
