Jilin to step up the building of a modern industrial system

As it enters the 15th Five-Year Plan (2026-30) period, Jilin aims to present a beautiful picture of high-quality development and make significant breakthroughs in its comprehensive revitalization, according to provincial deputies to the National People's Congress.
Huang Qiang, a deputy to the 14th NPC, who is the Party secretary of Jilin, introduced five aspects regarding the relevant contents of Jilin's 15th Five-Year Plan during a group deliberation of the Jilin delegation on Saturday.
Jilin will accelerate the construction of a modern industrial system with the province's characteristics.
"During the period, Jilin will upgrade traditional industries such as automotive and petrochemicals, while strategic emerging industries like new energy, new equipment, new materials, and new pharmaceuticals will be cultivated and expanded," he said. "The province has strategically planned to create multiple trillion-yuan and billion-yuan industrial clusters of future industries like artificial intelligence and bio-manufacturing."
Jilin will advance the high-standard construction of the Changchun metropolitan area.
"The Changchun metropolitan area accommodates over half of the province's population and nearly 70 percent of its economic output, serving as a strategic engine for Jilin's high-quality development," he said.
"A leadership group co-chaired by the Party secretary and governor has been established to oversee the construction of the metropolitan area, with 718 key projects planned to create an efficient and convenient commuting circle, a collaborative and prosperous industrial circle, a livable and work-friendly living circle, and an interconnected smart circle."
By 2030, the metropolitan area's economic output aims to reach 1.35 trillion yuan ($195.72 billion), becoming a driving force for Jilin's high-quality development and a new growth pole for the comprehensive revitalization of Northeast China.
The province will continue to strengthen infrastructure construction in key areas.
"Over the next five years, the Changchun-Siping-Liaoyuan-Tonghua and Dunhua-Mudanjiang high-speed railways will be completed, and the Baishan-Linjiang and Songjianghe-Changbai highways will be fully connected," he said.
"The G334 cultural tourism corridor will connect Baishan Lake, Hongshi Lake, and Songhua Lake along the Songhua River, creating a classic tourist route."
"The third phase expansion of Longjia Airport and the relocation of Yanji Airport will enhance service capabilities to better meet the rapidly growing aviation demand," he added.
According to Huang, the province will also attend to the major and minor matters of thousands of households to promote a better quality of life for its people and focus on building a comprehensive ice and snow economy industrial chain in the following years.
In January 2027, the 33rd Winter Universiade will be held in Changchun and Jilin cities.
Huang extended a sincere invitation to the media and guests from around the world for the ice and snow gathering.
During the 14th Five-Year Plan (2021-25) period, Jilin province has strengthened its foundation for high-quality development, creating new advantages and embracing new opportunities, Hu Yuting, a deputy to the 14th NPC and governor of Jilin, said.
By leveraging its resource endowment, industrial foundation, and research conditions, Jilin has focused on organized efforts and extraordinary measures to excel in its strengths and fully unleash its potential advantages, Hu said.
"Jilin's rich wind and solar resources offer a capacity of 400 million kilowatts," he said.
"During the 14th Five-Year Plan period, Jilin's newly installed capacity for wind and solar power doubled the total installed capacity of the past."
By the end of 2025, the province's installed capacity for new and renewable energy will account for over 65 percent of the total, with power generation exceeding 50 percent of the total.
Jilin's ice and snow resources are exceptional, with 68 large-scale ski resorts across the province.
"The number of ski slopes, area, length, and detachable lifts are among the top in the country, with five ski resorts listed as national ski tourism resorts," Hu said.
"For two consecutive years, Jilin has ranked first in the nation for ski visitors."
The province is constructing an ice and snow equipment industrial park, achieving a breakthrough in domestic production with the independently developed Hongqi bobsled.
"Carbon fiber skis, self-heating ski socks, and high-tech customized ice skates have become popular products, turning cold resources into a hot industry," Hu said.
Agricultural production conditions have been comprehensively optimized.
"During the 14th Five-Year Plan period, 1,704,000 hectares of high-standard farmland were constructed, equivalent to the total of the previous ten years, accounting for 66.25 percent of permanent basic farmland," Hu said.
"During the period, grain production increased by 5.55 billion kilograms, contributing 12 percent of the national increase."
In 2025, Jilin achieved a total grain output of 43.58 billion kg, rising to the fourth place nationwide, further solidifying Jilin's position as a leader in modern agriculture, with a more vigorous development pace.
