China extradites fugitive smuggling organizer

A fugitive suspect accused of organizing people to illegally cross borders has been extradited to China, the National Immigration Administration said on Thursday.

The suspect, surnamed Cai, had long hidden overseas before being brought back to China on Monday, the administration said.

The case dates back to February 2024, when immigration police in Zhenjiang, Jiangsu province, uncovered a transnational criminal gang suspected of organizing Chinese citizens to illegally travel overseas through third countries.

An investigation found that from 2023 to 2024, Cai and others colluded with human smugglers at home and abroad to facilitate the illegal border crossings of several Chinese citizens for unlawful activities overseas. The NIA subsequently listed the case for special supervision and named Cai as a target fugitive.

In March 2026, Cai was arrested overseas, and local police notified Chinese authorities. Following an extradition request submitted by Chinese authorities, Cai's extradition was approved in late May. Further investigation is underway.

An NIA official said the successful extradition marks another important outcome of China's efforts to strengthen international law enforcement cooperation and pursue fugitives overseas, demonstrating the country's firm determination to crack down on cross-border crimes.

The administration said it will continue working with relevant departments to deepen international law enforcement cooperation, dismantle cross-border human smuggling networks and safeguard national security and border stability.
