Level IV emergency response declared for Beijing and Hebei in response to heavy rainfall

The Ministry of Natural Resources initiated a Level IV emergency response for geological disasters in Beijing and Hebei province on Friday morning, as heavy rainfall continued to lash the region. China has a four-tier emergency response system, with Level I being the most severe.
High‑risk zones have been identified in parts of northeastern and southwestern Beijing, as well as central and northeastern Hebei.
The ministry has also dispatched working groups to the affected areas to oversee on‑site defense and preparedness measures.
Beijing and Hebei are on high alert for intense rainfall on Friday and through the weekend, as Typhoon Bavi has channeled substantial moisture northward. In the capital, seven of the city's 16 districts have issued a red alert for heavy rain — the highest warning level — as of noon Friday.
