China distributes billions in subsidies to vulnerable citizens in H1 of 2026

The Ministry of Civil Affairs said on Thursday that more than 2.89 million instances of temporary assistance were provided in the first six months of this year, as China moves to ensure the basic livelihood of the people.
So far this year, a consumer subsidy for elderly people with moderate to severe disabilities has been disbursed, with over 6.51 billion yuan ($0.96 billion) distributed, benefiting over 1.99 million seniors, the ministry said.
To support rural elderly care, the ministry highlighted the expansion of community-based mutual-aid services, including neighborly support, shared meal arrangements, and paired assistance. It said more than 140,000 rural mutual-aid elderly care facilities have been established nationwide.
The ministry said it will refine the tiered and classified social assistance system while promoting service-oriented social assistance to secure the basic livelihood of the people.
