Plan to boost core tech and AI in cyberspace sector

A new action plan aimed at fostering the high-quality development of cyberspace enterprises has been unveiled, emphasizing the need for major advances in core and key technologies and the rapid commercialization of innovative outcomes.

The plan, covering the period from 2026 to 2030, was made public on Friday by the Central Cyberspace Affairs Commission. It calls for China's cyberspace enterprises to achieve a marked increase in overall competitiveness by 2030, with significant progress in technological innovation, product quality and service delivery.

The plan envisions a fully optimized industrial ecosystem and development environment for the cyberspace sector, along with a strengthened institutional framework to ensure its safe, standardized and orderly growth.
By 2030, the role of cyberspace enterprises in driving high-quality economic and social development will be significantly enhanced, according to the plan.

Over the next five years, concerted efforts will be made to achieve breakthroughs in key technologies, including high-end chips, basic and industrial software, network communications, cybersecurity and data security, the plan says. It also prioritizes the advancement of frontier technologies such as quantum computing, blockchain, brain-computer interfaces, digital twins and next-generation displays.

Support will also be extended to enterprises engaged in artificial intelligence research, with a focus on developing high-end AI chips, improving the performance of large language models and advancing agentic AI technologies. Companies will be encouraged to actively participate in open-source projects and community building.

The plan also advocates the use of priority and fast-track channels for intellectual property reviews to strengthen IP service support. It encourages collaboration among enterprises, universities and research institutions to promote the commercialization of technological achievements.

Furthermore, efforts will be intensified to help enterprises expand international exchanges and cooperation in digital infrastructure, AI, e-commerce and mobile payments. The plan also calls for supporting businesses with competitive strengths in areas such as computing power, cloud services and AI in expanding globally, while strengthening risk prevention and control.
