Former Inner Mongolia Party chief expelled from CPC

Sun Shaocheng, former Party chief of the Inner Mongolia autonomous region, has been expelled from the Communist Party of China and dismissed from public office for serious violations of Party discipline and laws, the country's top anti-graft bodies said on Wednesday.

The decision followed an investigation by the CPC Central Commission for Discipline Inspection and the National Commission of Supervision into Sun, a member of the 20th CPC Central Committee and former deputy director of the Social Development Affairs Committee of the 14th National People's Congress.

According to a statement issued by the two bodies, Sun failed to fully implement major decisions and plans of the CPC Central Committee and failed to properly fulfill his responsibilities in exercising full and rigorous Party self-governance.

He was also found to have resisted organizational investigation and engaged in superstitious activities.

Sun violated the central Party leadership's eight-point decision on improving conduct by improperly accepting monetary gifts, visiting private clubs and accepting banquets that could have affected the impartial performance of his official duties, the statement said.

He also failed to truthfully report relevant matters when questioned by the organization, and improperly sought benefits for others in personnel promotions and recruitment.

The investigation found that Sun allowed and tacitly approved his children to use his influence for private gain, and used his authority to benefit relatives' business activities.

Sun also improperly interfered in judicial activities and used his positions to seek benefits for others in project approvals and construction contracts, illegally accepting a large amount of money and valuables in return, the statement said.

Under relevant Party and State regulations, Sun was expelled from the CPC and dismissed from public office. His qualification as a delegate to the 20th CPC National Congress was terminated, and his illicit gains were confiscated.

His suspected criminal offenses and related assets have been transferred to procuratorial authorities for review and prosecution in accordance with the law.

The decision to expel him from the Party will be submitted for ratification at a plenary session of the CPC Central Committee.

Sun, 66, a native of Shandong province, began his career in 1984 and joined the CPC in 1986. He worked for many years at the Ministry of Civil Affairs and served as vice-minister from 2009 to August 2012.

He later became vice-governor of Shandong province before moving to Shanxi province in 2014, where he served as a member of the Standing Committee of the CPC Shanxi Provincial Committee, head of the provincial united front work department and vice-governor.

Sun was appointed vice-minister of land and resources in 2017 and became minister of veterans affairs in March 2018.

He was named Party secretary of Inner Mongolia in April 2022 and became vice-chairman of the Social Development Affairs Committee of the 14th NPC in October 2025. He was placed under investigation in late January 2026.
