Gansu's former vice-governor Lei Siwei expelled from CPC

Lei Siwei, former vice-governor of Northwest China's Gansu province, has been expelled from the Communist Party of China and removed from public office for serious violations of Party discipline and national laws, China's top anti-corruption watchdogs announced on Friday.

The announcement was disclosed online by the CPC Central Commission for Discipline Inspection and the National Commission of Supervision.

Lei, 60, a native of Gansu, was placed under disciplinary and supervisory investigation in March.

The commissions found that Lei accepted banquets that might affect his duties, resisted the investigation and failed to report issues while being questioned by investigators.

He was discovered to have sought benefits for others in various matters such as the selection and appointment of officials and the recruitment of employees, accepted gifts and cash in violation of regulations, and engaged in power-for-sex and power-for-money trades, according to the commissions.

He also took advantage of his positions to profit others in resource exploration, approval of mining rights, environmental monitoring and job adjustments, and accepted huge amounts of money and property in exchange, the commissions said.

The authorities noted that they decided to expel Lei from the CPC and dismiss him from public office because he seriously breached the Party rules, constituted severe duty violations and allegedly committed the crime of bribery.

His qualification as a deputy to the 14th Gansu provincial Party congress was terminated, and his illegal gains from disciplinary and legal violations were confiscated, the commissions said.

Additionally, his suspected criminal offenses and related assets have been transferred to prosecutors for further review and investigation, the commissions added.

Lei started working in June 1989 and spent his career in Gansu, serving in a range of senior posts. He was previously a director and general manager of Baiyin Nonferrous Group.

In 2018, he served as director of the province's ecology and environment department and was named head of the provincial natural resources department in 2020.

In July 2021, he began to serve as Party chief of Jiayuguan, a city in Gansu. Two years later, he became vice-governor of Gansu. In June 2025, he was appointed a member of the Standing Committee of the CPC Gansu Provincial Committee.
