China has strengthened the governance and supervision of its vast State-owned asset base, with systematic upgrades to management frameworks, regulatory enforcement and asset operational efficiency, a State Council report on 2025 State-owned asset management showed.
The report lays out the full inventory of State assets across four major categories at the end of 2025. Non-financial State-owned enterprises recorded total assets of 430.7 trillion yuan ($64.11 trillion), with State-owned capital equity standing at 115.3 trillion yuan. State-owned financial institutions boasted total assets of 533.9 trillion yuan and State-owned financial capital equity of 36.9 trillion yuan. State assets held by government agencies and public institutions reached 71.9 trillion yuan.
On natural resource assets, the country's State-owned land area totaled 523.604 million hectares, while China's total water resources hit 2.72293 trillion cubic meters in 2025.
Analysts note the annual State asset report increases transparency over the national wealth portfolio. The government will push forward SOE reforms, improve State-owned financial capital governance, strengthen whole-process management of administrative assets and advance reforms on natural resource assets to preserve and increase the value of State-owned assets.
