China has rolled out a nationwide action plan for comprehensive resource conservation, laying out binding efficiency goals through 2030 as the country steps up efforts to safeguard resource security and advance its low-carbon economic transition.
Issued jointly by the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Water Resources and the Government Offices Administration, the plan sets quantitative benchmarks against a 2025 baseline. By 2030, energy consumption per unit of GDP and water use per unit of GDP will each fall by around 10 percent, while construction land intensity per unit of GDP will decline by 15 percent.
Policymakers will push to curb grain losses across production, storage, transport and consumption links, and lift annual recycling volume of key reusable resources to 510 million metric tons.
