Olympic diver not punished for second child

Tian Liang, an Olympic gold medalist and former member of the Chinese diving team, has stepped down as deputy director of a provincial sports bureau, but will not be otherwise punished for having a second child, China Youth Daily reported on April 12.

Earlier this year, Tian's wife, Ye Yiqian, gave birth to a boy, the couple's second child. According to China's family planning policy, Tian, who was a civil servant working at the provincial sports bureau, should be punished.

However, the Shaanxi Provincial Sports Bureau said that Tian did not break the regulations because his second child was born in Hong Kong and received citizenship there.

The bureau said that Tian had stepped down from his position as deputy director of the swimming management center, but is still a civil servant and has not been punished by the Party.

China Youth Daily reported that according to the National Population and Family Planning Commission, a citizen of the Chinese mainland is considered to have violated the family planning policy and should be punished if his/her second child who was born in Hong Kong or foreign countries returns to the mainland and stays for 18 months within two years.
