Qiqihar Daily, based in North China's Heilongjiang province, said a delegation led by the city's vice mayor Ma Zhajiang visited Fuyun county in Xinjiang to investigate the projects Qiqihaer helped build. The city will invest 10 million yuan to build a youth center, a residential building for officials, a vocational training center, and an iron-steel project in Fuyun county. China’s central government unveiled "pairing assistance" projects in March 2010 to support the development of Xinjiang by involving 19 better developed provinces and municipalities to offer aid.
