Research fellow and Director-General of the Research Department of Social Development, Development Research Center of the State Council (DRC)

He graduated from Shandong Agricultural University with a Bachelor's Degree in agricultural studies, and then continued his postgraduate study at Renmin University of China, with a Master's Degree in law. From 1984-1987, he worked as a teacher in Shandong Agricultural University. From 1990 until present, he has been involved in social policy research in DRC, He has been serving as Director-General of the Research Department of Social Development since 2008, and concurrently he is also a member of the National Education Consulting Committee, a member of the Medical Innovation Experts Consulting Committee of the State Council, and a part-time professor at Renmin University of China.

His research field covers social security, labor employment, medical structure reform, education structure reform and reform of government institutions. He has published a number of papers including Strategic Regrouping of State Economy, Reform of Pension System of Government Institutions, China's Medical Reform; Issues and Countermeasures, and Roadmap for Reform of China's Public Service, and etc.

He has won "China's Development Research" award on many occasions. He enjoys government special allowance.
