Mayor Tang Liangzhi: Wuhan scheming to be the next national central city

"The main point to promote the Rise of Central China policy is developing the urban agglomeration in the middle reaches of the Yangtze River, while the breakthrough point is supporting Wuhan to apply for the national central city ".

During the discussion held by the Hubei Delegation on its open day, Tang Liangzhi, the mayor of Wuhan, highlights the determination of the government to achieve the city`s rejuvenation.

The words, "urban agglomeration in the middle reaches of Yangtze River", are selected to be the hottest words discussed by the Hubei Delegation during the NPC and CPPCC. Being the first representative speaking on the open day, Tang analyses emphatically the rubrics, "Urban agglomeration in the middle reaches of Yangtze River" and "establishing Wuhan`s national central city status " as well as the mutual relations of these 2 rubrics to the press.

In the 2012, Premier Wen Jiabao laid great stress on " enhancing the efforts of implementing the Rise of Central China Policy".

"In my point of view, to promote the central rise, we are desperate to figure out accurately the main point and the breakthrough point. Speaking of the main point, the government need to construct the urban agglomeration in the middle reaches of Yangtze River according to the consensus agreed by Hu`nan, Hubei and Jiangxi proveinces. As for the breakthrough point, I highly support Wuhan to be the national central city", Tang says.

"On the on aspect, constructing the urban agglomeration and further promoting the central rise require a national central city with powerful comprehensive strength to motivate the whole activities and stimulate the inspiration", Tang adds.

By far, China has well defined Beijing, Shanghai, Tianjin, Chongqing, and Guangzhou as 5 national central cities which are located in the east, south, west, and north China, the only exception is the central China.

"On the other aspect, Wuhan has already possessed the fundamental qualification for application of Nationl Central City ", Tang says, Wuhan`s general economic strength is in the forefront of the country and its GDP ranks No.1 among the cities in the central China. In the 2011, Wuhan`s GDP reached 675.6 billion yuan, ranked No.5 among the 15 deputy provinces. Besides, the city`s education and technology strength, the transit hub status, as well as several national supporting policies manifest the importance of Wuhan in the nation`s development structure.

Tang introduces Wuhan`s strategy of becoming to be the next national central city. Firstly, further developing the real economy and constructing the national advanced manufacturing center. Tang says, in 2011, the industrial investment capital in Wuhan reached 120.2 billion yuan with 42% increase compared with 2010. In 2016, it is evaluated that the industrial investment fund would reach 1 trillion yuan. "Industry is one of the most powerful supports for the city`s development", Tang says. Besides, Wuhan will make efforts to enhance the city`s concentration-dissipation capacity. Meanwhile, the city will also take measures to build itself to be the fashion consumption center, the national logistic center, the conference and exhibition enter, the engineering design center and the regional finance center. Moreover, taking the advantage of Wuhan`s high qualified educational resources, the city is going to establish its own higher education center, the medial service center in the central China, and the regional international culture exchanging center, in order to promote the central rise.
