Power China's Sinohydro Bureau 14 Co, with a strategic plan to "prioritize the development of international business", entered Sri Lanka's construction market successfully in 2006. In December 2010, the Yunnan commercial representative office in Sri Lanka was officially established in Colombo.
Sinohydro Bureau 14 Co currently employs over 160 people in its Asia Pacific Department in Sri Lanka and has a total of eight construction projects, two of which have been completed, four of which are ongoing, and two of which have not yet started.
The department will seize on local market advantages and seek new development opportunities, moving forward with the Belt and Road Initiative.
Moragahakanda Reservoir head works project (Project M Dam) is the largest hydro-junction project in Sri Lanka. The integrated project has been praised for being similar to previous Chinese-style "Diverting Water from the South to the North" project. The reservoir has a water storage capacity of 570,000,000 cubic meters and an installation capacity of 25 megawatt. Construction started in July 2012. All four generation units began operating on Dec 4, 2017, creating large social and economic benefits. The project is helping Sri Lanka address issues such as the imbalance of water resources, flooding, and waterlogging problems.
The Kaluganga head works Reservoir project (K Dam), along with the M dam, is considered a major water conservancy project currently underway in Sri Lanka. Construction of the reservoir began on April 2, 2014. Upon completion, the dam will divert water to the M dam to ensure the latter's power generating capacity, improve the irrigation capacity in the center of Sri Lanka, and provide water for industrial development in the eastern region, significantly improving the country's future economic and social development. The project is funded by the Asian Development Bank.
The 8.83-kilometer KMTC tunnel is a water conveyance tunnel connecting the M Dam and the K Dam. Upon completion, it will improve flood control, water storage, and power generation in the reservoir. The main parts of the project include an 8.83-km water diversion tunnel, two aqueducts, and related structural works that will require drilling and blasting. This project is being carried out by Sinohydro Bureau 14 Co.
Contracted by Sinohydro's Asia Pacific Department, the Thalpitigala reservoir project (T Dam) is located in the Badulla region of Uva province in Sri Lanka's central mountainous region, 310 kilometers from the country’s capital city of Colombo. The project is a diversion-type power plant. The dam provides water for irrigation and ecological use downstream with a designed flow of 19 cubic meters per second and an installation capacity of 2x7.5 mW. The T Dam project team is currently in the preparation stage, which includes site surveying, drawing, outsource planning, and coordinating with the owner to promote land acquisition.
This project, as part of an overall project to rehabilitate and improve Sri Lanka's national B-level roads, was contracted to Sinohydro Bureau 3 Co and China Dalian International Economic & Technical Cooperation Group. Located in the center of Sri Lanka, it has an overall length of 143.62 kilometers, and passes through many types of terrain, such as mountains, plains, and river basins, in addition to cities, towns and residential areas. Existing roads, bridges, and culverts will be rehabilitated and improved along with the construction of relevant ancillary projects. Six roads running along Sri Lanka's famous attractions will be built, accelarating the country's tourism development.
The 30-megawatt capacity biomass power plant is a major component of a sugar refinery industrial park located in the Badulla region of Sri Lanka. Planned by Singapore's Gazelle Ventures, the park will also include a sugarcane refinery with an annual output of 6,000 tons. Of its 30 mW capacity, 12 mW will be generated with using bushes as fuel and directly supplied to the power grid, while the other 18mW will be generated using bagasse during the sugar refining season and bushes during the non-refining season to supply steam to the sugar refinery. The project will provide electricity while the sugar refinery will provide more jobs to local communities.
Located in Colombo's third district, Bagatale Terrace Road is a worn-down 100-meter-long road currently in disrepair and filled with potholes. In the rainy season, it became flooded and caused many problems for local residents. With the help of Suleiman and other local residents, it took PowerChina just two days to restore the road.
In November 2016, Sinohydro and Sri Lanka's Ministry of Rural Economy signed a contract for an agricultural economic center project in Polonnaruwa. According to the contract, the Chinese will build an agricultural economic center along with other supporting facilities such as cattle farms, granaries, markets, rice mills, and husbandry training schools. The new center will consist of a main commercial complex of 240,000 square feet and an agricultural complex of 25,800 square feet.
