WhiteBear (Poland)
In Poland there is a kind of "Municipal Police" (Straż Miejska) - translated directly "City Guards".
They are unarmed, and have less power than the police. They take care of parking issues (tickets), vendors (checking the licenses, etc.), and minor offences (like for example too noisy parties in the middle of the night).
