Do other countries have 'chengguan'?

In Canada, we do have a bunch of different departments that have authority to monitor, issue fines, subpoena or issue stop orders but if things escalate the police are usually brought in to do the dirty work and to see that things are done within the law. Businesses can go to court to get an injunction (Court Order) against someone that is illegally selling, but if they are successful it does not prevent another street vendor from moving in.

This was more of a problem a couple decades ago when the city of Toronto did not allow street vendors. Then they started licensing street vendors to tget a balance that tried to accommodate the concerns of the businesses' and street vendors. Measures introduced included not allowing a hotdog stand within 10 meters of a restaurant. They also started allowing the restaurants to set up patios in the good weather so the restaurants could attract and serve more people.
