From a native Chinese's point of view, it's more of a boyfriend or girlfriend words. Sometimes even the boys don't say it much, because they indeed think "actions speak louder than words." In general, parents or children don't usually, or absolutely not use the word "Wo Ai Ni" for the generations before the 1990s. Some families use it, but still, not very often.
