This awkwardness in not saying "I love you" is not unique to the Chinese culture. It also applies to other Asian cultures. I am of Indian origin - my family was the same, as were their parents before them.
I so wish that this was not so. I wish I would have been able to tell my parents "I love you" without them thinking there was something wrong. Now, they have both passed away, I so regret what I didn't say.
