Smokers actually cost the government less than a healthy person. Everybody dies in the end. It does not matter if that person dies of lung cancer, heart attack, or just plain old age. It all costs about the same for end–of-life care. What does cost more is healthy people that live till their 80s or 90s. They retire at 65-68 and consume 30 years of payouts. If anything smokers should get a tax break, along with drinkers and lovers of fast-food. These people are least likely to live into old age.
