Should smokers pay more for health insurance?

Smokers pay more in taxes for a pack of cigarettes than any other product in the market. There's a 700 percent tax where I live. That would be like $25 gallon of gas. Smokers on average die younger than non-smokers and they don't collect old-age benefits for the same length of time. It's math. Unhealthy people who die younger cost the government less money than healthy people who live to old age.
