Should smokers pay more for health insurance?

I hate smoking very much, but I'm afraid the proposal suggested by the so-called experts is not practical. We can't precisely define a 'smoker'. Some don't smoke regularly. Therefore making all 'smokers' pay more for health insurance will not be fair.
