Chinese tourists are fueling Hong Kong's economy after the 2003 relaxation of travel laws that eliminated the requirement that mainlanders visited Hong Kong only in tour groups. Chinese tourists spent about $28bn in Hong Kong last year and any restrictions would be opposed by businesses that benefit from their presence. There are other solutions such as developing facilities such as shopping malls to increase its ability to handle tourists and building more tourist sites in Lantau Island, Hong Kong's largest island which has much room to be developed, to ease the crush of tourists on downtown streets.
