Sanmenxia was elected as one of the 262 national resource-dependent cities in China, together with 15 other cities and counties in Henan province, according to the Plan for the Sustainable Development of National Resource-Dependent Cities (2013-2020) issued by the State Council on Nov 12.
The Plan for the Sustainable Development of National Resource-Dependent Cities (2013-2020) is a State plan specific to the sustainable development of resource-dependent cities, the first of its kind in the field.
Resource-dependent cities are cities that exploit and process local natural resources as its leading industries.
Based on their capacity to support resources and sustain development, the 262 resource-dependent cities fall into four categories: growing, mature, declining and regenerative. The city’s development direction and key tasks were identified in accordance to the category it belongs to.
The cities listed in the mature category represent core areas in terms of China’s energy resources. Their resource development is stable with competitive resource-supporting capacity and relatively high social and economic development levels.
The mature resource-independent cities are expected to work toward leapfrog development. Extending its industrial chain and cultivating further processing enterprises and abilities are the key tasks of such cities.
Sanmenxia is a member of the mature resource-independent group.
Mechanisms, including resource exploitation and development, product price formation and resource exploitation compensation, are listed out in the plan to support sustainable development in the cities.
In addition, preferential policies are also included in the plan.
