Attending a university in an English speaking country, you still need to have a successful band score on the IELTS, and it also depends on the field of study... some programs require a higher band. Students need an adequate and sufficient language proficiency of the native language in any country... whether Germany, Italy, France, etc. So yes, test preparation to study in a foreign country is like another gaokao.
