New Beijing regulation bans throwing objects off buildings

Residents in Beijing who throw objects outside of buildings may face a fine of 1,000 yuan ($142) by the local urban management law enforcement department, according to a draft regulation submitted for the first time to the Standing Committee of the Beijing Municipal People's Congress on Monday.

The local public security department will impose punishment on those who seriously violated the regulation and criminal liability will be imposed to those whose behaviors are considered crimes, the regulation said. The draft law was formulated by the Standing Committee of Beijing Municipal People's Congress.

The property manager in a community also could be fined up to 20, 000 yuan if behaviours are not rectified according to the regulation.

Cong Luoluo, chairman of the social development affairs committee at the Beijing Municipal People's Congress, said the legislation aims to encourage residents and departments in the capital to better practice social ethics and help citizens follow civilized orders.

Earlier this year, several incidents involving falling or thrown objects happened across the country, of which two led the deaths of two children, which aroused public outcry nationwide.

A 5-year-old boy in Shenzhen's Futian district was hit by a falling glass window on June 13 and died three days later in the hospital. On June 5, a 4-year-old boy in Jiangsu's Kunshan city was killed by falling glass weighing 100 kilograms.
