Is it fair to target only Chinese travelers?

I can understand their policy of COVID test upon arrival, but what is insulting is that in South Korea, only Chinese tourists are required to hang a yellow card around their necks and are taken to designated areas, just like criminals, to take the test, surrounded by reporters and TV men with cameras. It is an act of naked discrimination and should be stopped immediately.
