Former Hunan senior legislator prosecuted for bribery

Ulan, a former senior legislator in Hunan province, has been prosecuted on charges of accepting bribes, the Supreme People's Procuratorate announced on Wednesday.

Ulan, who formerly served as the deputy director of the Standing Committee of the Hunan Provincial People's Congress, was investigated by the Central Commission for Discipline Inspection of the Communist Party of China and the National Commission of Supervision before the case was transferred to prosecutors.

The SPP stated that it had approved her arrest on suspicion of bribery and designated the Jiangmen People's Procuratorate in Guangdong province to handle the case. Prosecutors have recently filed the case with the Jiangmen Intermediate People's Court.

Prosecutors accused Ulan of using her former positions and the influence of her authority and status to seek benefits for others and to illegally accept a particularly large amount of money and valuables. The alleged misconduct occurred while she held senior posts in the Inner Mongolia autonomous region and Hunan, including vice-chairperson of Inner Mongolia, head of the CPC regional committee's publicity department, deputy Party chief of Hunan, vice-chairperson of the Hunan Provincial Committee of the Chinese People's Political Consultative Conference, and deputy director of the Standing Committee of the Hunan Provincial People's Congress.

Prosecutors said she should be held criminally responsible for bribery. During the review and prosecution stage, prosecutors informed Ulan of her legal rights, questioned her, and heard opinions from her defense counsel.

Ulan, 63, a native of Inner Mongolia and of Mongolian ethnicity, began working in 1978 and joined the CPC in 1984. She spent much of her career in Inner Mongolia before being transferred to Hunan in 2016. She was placed under investigation in October 2025 and expelled from the CPC and dismissed from public office in April 2026.

Discipline and supervision authorities previously stated that Ulan engaged in political speculation and associated with political fraudsters. She also violated the central Party leadership's eight-point decision on improving conduct by accepting high-end clothing and premium medical services free of charge, as well as banquets that could have affected the fair performance of her duties.

Authorities also said she sought benefits for others in cadre selection and appointment, accepted money and gifts in violation of rules, failed to properly discipline family members, and used her positions to help others in business operations and project contracting in exchange for substantial amounts of money and valuables.
