Born: May 1958, Lingchuan county, Shanxi province

Guo has a master’s degree in philosophy and joined the CPC in May 1982.

He began his work in the village of Wangyin, Wuzhi county, Henan province.

In 1978, he studied in the philosophy department, Zhengzhou University;

In 1982, he taught in the philosophy department of Zhengzhou University.

In 1983, he became an official in the political division, policy research office, director of the Industrial Division, deputy chief, Industrial Division, researcher in the Industrial Division, and head of the general office, Henan.

In July 1998, he became assistant counsel in the policy research office of Henan, and, in December, a member of the Standing Committee of the Pingdingshan municipal CPC, and Secretary-general of Pingdingshan Municipality (Therein, further study of postgraduate course of Philosophy of Science and Technology in Tsinghua University, granted with Master of Philosophy);

In March 2001, he became Deputy Secretary-general of Henan Province;

In February 2006, he became Deputy Secretary-general of Henan Province, Director of Political Research Office of Henan Province;

In March 2008, he became Secretary of Hebi Municipal Committee of the CPC, Henan Province;

In March 2009, he became Secretary of Municipal Committee of the CPC, Henan Province; Director of the Standing Committee of Hebi Municipal People’s Congress; In September 2011, he was Member of Party Leadership Group of Shanxi Province.
