Shanxi Province has attracted 106 talents from overseas since 2009 thanks to its "Talent 100 project".

The project, launched in 2009 amid the global financial crisis, aimed to lure 100 overseas talents in six major fields in five to 10 years, reported China National Radio.

To this end, the province decided to establish 10 innovation centers for these talents and earmarked 50 million yuan each year for this project.

The province has built 51 service centers for this purpose in more than 40 cities in over 10 countries.

Among the 106 talents, nine ones have established start-ups in fields like software and LED light, making an investment of 304 million yuan in 2011 alone.

The others are engaged in innovation projects, aiding the province's transformation from resources-driven to innovation-driven.
