Beautiful Tianjin
In accordance with President Xi Jinping's instructions on ecological protection and the objective of building a "Beautiful Tianjin", breakthroughs have been made in the construction of a modern ecological liveable Tianjin. Symbiosis between human and nature has become a universal practice. Environment friendly space patterns, industrial structures, production methods, and lifestyles have taken shape. The system of ecological civilization has been further improved and the ecological environment has continued to improve. The beautiful Tianjin, with a blue sky, green trees and clean water, will be more and more liveable and ecological.
In the past 5 years, Tianjin has been unprecedented in its resolution and efforts to harness environmental pollution. The speed of environmental improvement has been the highest in history. The number of days with standard air quality has increased from 145 in 2013 to 209 in 2017, while the average annual PM2.5 concentration dropped by 35.4%. By the end of 2017, the forest greening rate in the city hit above 28%, and the green coverage rate in the built-up area exceeded 40%.
With a farsight to achieve long-term benefits for the generations to come, Tianjin adheres to the path of sustainable development, protecting natural resources while accelerating the construction of a beautiful Tianjin.
Low-Carbon City
As a low-carbon pilot city, while building a "Beautiful Tianjin", Tianjin promoted energy saving and emissions reduction in 6 aspects: low-carbon industrial production, clean traffic, green buildings, intensive services, reduction of major pollutants, large-scale use of renewable and new energy resources. As a result, Tianjin's environmental quality remained stable while its economy developed rapidly.
Tianjin adheres to the path of green development characterized by low carbon emissions, environmental protection, intensiveness and efficiency. According to the "Greenhouse Gas Emissions Control Plan of Tianjin for the 13th Five-Year Plan Period", by 2020, the city's rail transit mileage will reach 375 kilometers, the mileage of special bus lanes will reach 194 kilometers, and the CO2 emissions per unit of GDP will be 20.5% lower than in 2015.
On the one hand, Tianjin vigorously promotes the development of green energy-saving industries such as wind power, photovoltaic power, and smart grids; actively develops green buildings; establishes the entire industrial chain of new energy vehicles, promotes the use of new energy vehicles, and has built more than 3,000 public charging piles in 5 years. On the other hand, Tianjin attaches importance to energy saving and emissions reduction; promotes pilot low-carbon industrial parks; focuses on energy saving and consumption reduction in key energy-using units; solidly develops environment-friendly schools, green restaurants, and model energy-saving public institutions. As a result, new achievements have been made in green low-carbon development. Tianjin is one of the first carbon emissions trading pilot cities in China. Since its carbon emissions trading market was put in operation in 2013, Tianjin has accumulated rich experiences in reducing carbon emissions costs through market mechanisms, offering reference in green low-carbon development all over China.
Circular Economy
Tianjin is a national demonstration pilot city for circular economy. Through the development of pilot demonstration projects, the city's circular economy industry system improved day by day. Waste residues, water, gas, and bulk solids from industry, agriculture and forestry are recycled comprehensively on a large scale. “Urban mineral resources” have been utilized on a remarkably higher level. The comprehensive utilization rate of major industrial solid waste resources has reached over 98%, which is among the best in China.
A diversified multi-layer circular economy pilot demonstration system has come into being in Tianjin. Ziya Circular Economy Industrial Zone, SDIC Beijiang Power Plant, Tianjin Economic and Technological Development Area and Lin’gang Economic Zone have passed the acceptance check and become national pilot demonstration zones of circular economy. Intelligent management of household waste classification has been implemented in Sino-Singapore Tianjin Eco-City. Jinnan District is one of the first pilot districts in China of harmless treatment and utilization of restaurant kitchen waste. More than 100 businesses were involved in the municipal demonstration pilot programs of circular economy, and more than 10 parks started upgrading projects of recycling.
Ecological Protection
Tianjin has established 8 nature reserves at different levels, accounting for 13.66% of the city's total land area. In terms of coverage rate of nature reserves, Tianjin is ahead of most of its counterparts in China. In the "Implementation Plan for the Delineation of Ecological Land of Tianjin", 2,980 square kilometers of mountains, rivers, lakes, wetlands, parks, and forest belts are designated as permanent ecological protection areas in a legislative form.
Smart City
Infrastructure
Following the trend of global intelligent informatization, Tianjin has accelerated the construction of new-generation information infrastructure, promoted the intelligent transformation of urban public infrastructure, and comprehensively upgraded the capacity of urban infrastructure services. Tianjin has become an important information and communication hub in northern China.
By the end of 2017, the city's Internet outlet bandwidth reached 9.7 TB, and with the capacity of optical fiber access to 10.018 million households, Tianjin is the first in China to achieve full coverage of optical network. The total number of fourth-generation (4G) mobile communication base stations reached 31,070, achieving full coverage in the urban area. Wireless public LANs in large public places are free to the public, with more than 20,000 access points.
Information Industry
The construction of smart city in Tianjin has entered the stage of intelligent integration, and the information industry is gathering and developing at a remarkably higher speed. By the end of 2017, the city’s electronic information industry output reached 250 billion CNY, bringing a sales revenue above 350 billion CNY. An information technology industry system has taken shape, represented by smart terminals, high-performance servers, and large-capacity storage. Their output of electronic information manufacturing industry accounting for more than 90% of the total of Tianjin, Binhai New Area and Xiqing District are the main gathering areas for integrated circuits, telecommunications, new-type components, and computers in the city.
The IC design industry has grown rapidly. Not only has a relatively complete cloud computing industry chain come into being, but a national new-type industrialization demonstration base has been established for the software industry in Binhai Hi-tech Zone. Remarkable effects have been achieved in the integration of informatization and industrialization. The "Tianjin Binhai New Area Industrial Cloud” has become the National Industrial Cloud Innovation Demonstration Project with more than 2,000 users.
Technology Application
To give full play to its advantages in information technology, Tianjin promotes the application of information technology to the people’s livelihood and public services. "Internet + medical care", "Internet + community management", and other applications have freed citizens from many unnecessary errands. With the advancement of health informatization, a unified community health service system has basically been established in the city. Pilot programs such as the two-way referral of medical associations and remote medical consultations have been launched to benefit patients. Time-saving medical services, such as on-line appointments and time-slot-based consultations, have been explored. Remarkable progress has been made in education informatization. The education network in the metropolitan area has achieved full coverage, effectively supporting the construction and sharing of education resources in the city. The cultural resources sharing project was comprehensively promoted, and the construction of public electronic reading rooms was launched. There are 5,022 network points at all levels, covering the entire city. New smart city applications are cropping up one after another in Tianjin. The service hotline "88908890" has achieved 100% in terms of getting calls through, service completion, and calling for feedback. Intelligent terminal APPs, such as smart transportation, smart social security, and provident fund, make it easy for citizens to acquire relevant information. Tianjin Smart Travel Interactive Terminal and WeChat Account offer timely services and effective interactions with tourists. The government affairs have been further informatized. A unified E-government service platform has been established in the city. The establishment of the first E-government 10G backbone optical network in China realizes the interconnection of networks at different levels: the central government, the city, and the districts. On Tianjin E-government network, there are already 100 key business systems, together with unified information exchange platforms.
Thus, information sharing and business collaboration have become a reality across departments in various fields.
Tianjin will comprehensively promote the in-depth application of information technology to urban management, operations and services. It is outlined in "Tianjin Smart City Special Action Plan" that by 2020, a smart application system will be established in Tianjin to benefit the citizens. Throughout the rural and urban areas, a digital service system will be set up to offer public services, such as health care, social security, education and culture, and environmental protection, hence the integrated services in the city. A public platform for E-government will be created so that all the government procedures can be handled online, and the networks of the city, districts, towns and townships, villages and communities can be interconnected.
Plans and Prospects
By 2020, Tianjin will further enhance the level of intelligence in the city, deepen the innovation, development and application of information technology in urban governance, people's livelihood services, smart economy, information security, and other areas. A "Smart Tianjin" will take shape, featuring intelligence, integration, benefit and security. Tianjin will continue to play a leading role in China in urban informatization. By 2025, the construction of a “Smart Tianjin” will be basically completed. With 4 basic platforms: perception, support, service and management, the smart city will be characterized by convenient life, high-end economy, efficient government procedures, and refined governance. Tianjin will be among the most advanced in the world in terms of informatization, and become a domestically leading and globally top-class benchmark for smart city construction.
