The Thirteenth National Games will be held in Tianjin in September, 2017. On Feb 1, 2016, Tianjin municipal government approved the launch of a National Games Fitness for All People Project, allowing Tianjin citizens to be able to find a fitness place within fifteen minutes. The project will run until December 31, 2018. The National Games Fitness for All People Project covers four areas as follows:
It promotes full coverage of public sports facilities. The project will plan the city’s sports facilities construction space as a whole, and increase fitness venues and facilities by a large margin at the city, district (county), street, and community (village) level. It will ensure people can find a fitness place within 15 minutes and those newly built urban communities and villages will be 100 percent equipped with public sports facilities.
It requires “Five-One” project completed in 60 percent of Tianjin’s districts and counties. Old fitness facilities installed thanks to the national fitness program sponsored by sports lotteries have become aging and damaged. The project plans to equip communities and villages with new or updated fitness parks using the fund from sports lottery again. It will also build more than 200 comprehensive cage-type football fields and multifunctional playgrounds focusing on football and basketball sports in communities. According to the plan, 150 community and village fitness centers will be newly built or renovated, and 60 percent of Tianjin’s districts and counties will carry out the Five-one Project by equipping each of them with a stadium, a gymnasium, a swimming pool, a fitness center, and a sports park.
It proposes using public sports venues free of charge or at a low cost. The project requires all public sports venues to fully open to the public for free or charging low. The sports stadiums of schools and enterprises and public institutions are encouraged to open to the youth and to communities at off-work time. Old factory buildings, warehouses, and commercial buildings can be renovated for fitness. Sports facilities for the masses should be equipped in parks, public green space, forest belts, rooftops, air-raid shelters, and urban open and empty areas. As many as 30 footpaths, and bicycle riding and roller skating paths will be built in suburb parks.
It boosts leisure sports campsite construction. Tianjin will build leisure sports campsites making use of its natural mountains, rivers, lakes, sea, and wetland. It also supports the construction of winter sports venues and facilities. Mountain sports bases will be upgraded; 50 hiking, rock climbing, skiing, and hiking trails based on mountains in Tianjin’s Jixian County will be built; and 50 outdoor campsites and sports facilities will be added in suburb parks.
The city will also establish many fashionable and diverse fitness leisure campsites, including a canoeing sports base based on Haihe River, a Dongjiang Port sea sports base, a sports and leisure site in the Nanhu Lake area of Wuqing District, an outdoor campsite in the Qilihai Wetland, a bicycle sports campsite in the Tuanbohu area, and an air sports campsite in Dagang District.
