Is it necessary to issue a good Samaritan law?

When people don't feel obliged to do something they should do simply based on morality, we have to resort to the law. Why doesn't the country establish a law to punish those who refuse to lift a finger to help people in mortal danger? How has society come to this? Please end the cold-heartedness.
