According to a survey conducted in India, 3 out of 5 Indians would be unlikely to help a severely injured roadside victim. In Germany, failure to provide first aid to a person in need is punishable. The Finnish Rescue Act explicitly stipulates a duty to rescue as a "general duty to act" and "engage in rescue activities according to one's abilities". Bystander assistance will significantly improve only if there is immunity from prolonged legal formalities.
