Authorities are to check whether property management companies in all Beijing communities are complying with the requirement that they post announcements about their business operations.
"Every community will be checked during April. None will be missed," said Zhang Nongke, deputy director of the housing and urban-rural development commission.
This quarter is the first posting period for the property management companies and Zhang led an inspection team to visit three communities on Tuesday. All property management companies had posted announcements, although one failed to include all the necessary information in its announcement.
The team posted a notice asking the company to add the missing information, said Zhang, who added: "We want the market to be properly regulated."
The Beijing Property Management Measure, which was implemented last October, requires all property management companies to publicly display in an "obvious place" the company's service items and those services that cost extra, as well as the three items of their income and expense accounts, how they realized their service promises in 2010 and their budgets for next year.
The measure aims to encourage all property owners to participate in the operation of their communities. Residents can complain to regional commissions if they do not see the announcement in their community.
However, even on seeing the announcement, some homeowners still have problems with property management operations.
"I don't know how they could have lost money," said Li, who lives in Zhuquemen, one of the communities inspected on Tuesday. He said he noticed that the announcement, which was posted on March 28, said the company lost more than
1 million yuan in 2010.
Zhang said if the community has an owners' committee, it could check the property management companies' accounts. However, some communities in the city do not have an owners' committee.
