The Guizhou provincial government explicitly indicated on February 24 that Guizhou province, Guiyang city and Gui'an new district will each provide no less than 100 million yuan ($16.4 million) annually starting this year to support Guizhou's big data industry for three consecutive years.

The Guizhou provincial government also indicated at the 25th executing meeting of the provincial people's government that Guizhou plans to complete the leading big data resource center and model service base by 2017 using the funds.

"The big data project offers Guizhou an opportunity to catch up with developed regions," said Chen Min'er, provincial governor, while stressing the importance of platform construction, investment attraction, market cultivation and talent support for the big data industry.

Guizhou now has 120 commodity transaction markets, and the trade volume of each is over 100 million yuan. The circulation industry, with 2.4 million employees, paid 36 billion yuan in taxes in 2013, and consumption contributed to 40 percent of economic growth.

Although achievements have been made, the meeting also touched on reform measures for the circulation industry that need to be improved.

The Guizhou provincial government announced that more than eight enterprises with import-export volumes reaching $100 million yuan will be injected to the tax-protected zone in Guiyang before September. Its total export-import volume will surpass $10 billion by 2017.
