In order to build a modern new industrial system based on medium and high-end manufacturing, Baiyun district has formulated the "Implementation Plan for Accelerating the Development of the Medium and High-End Manufacturing Industry".

The "Medium and High-End Consumer Action Plan for Baiyun District (2019-2025)" aims to develop a consumption system covering urban and rural areas throughout the entire district, focusing on new landmark actions, new consumption actions, etc.
The district has also established international import exhibition stores in Fanhuali, a commercial tourism town in Guiyang.
