Guiyang, capital of Guizhou province, is one of 37 national comprehensive reform pilot areas of service industry across China. Guiyang is speeding up the development of producer services, actively developing life-based service industries, and vigorously developing exhibitions, finance, trade service, culture and other emerging service industries. These recent leaps in progress for the city mark it as an important business and trade center, financing center and the "Summer Convention and Exhibition City".
Guiyang is making great efforts to develop its commercial services industry and make itself the modern commercial center of Guizhou province through the construction of a number of large commercial complexes and commercial blocks, planning construction of large and medium-sized professional market gathering area, and standardization of the transformation of professional markets.
The city is vigorously developing the headquarters economy and accelerating the development of productive and livelihood service industries, such as science and technology and information service, community service, housekeeping service, intermediary service, e-commerce, chain management and property management. It will cultivate new forms of consumption and expand new types of service consumption to promote the upgrading of local consumption structure.
Guiyang supports the development of e-commerce, especially information-related construction projects such as online transactions, online settlement, and information release display. Subsidies will be given to the newly-established commercial streets (including the specialty street for catering industry) and major service industries of the city. Projects with total investment of over 30 million yuan ($4,513,654) can be reduced or exempted with relevant fees for urban infrastructure according to the procedures.
