This is a world phenomenon... remember the murder of Kitty Genovese? [Kitty was stabbed to death outside her apartment building in New York City on March 13, 1964.]
Many of her neighbors heard her screams for help... but nobody did anything, they did not even call the police.
Not to brag... I personally have gotten involved in numerous incidents (including helping a police officer who was out numbered 3 to 1). It only takes 1 or 2 individuals to scare off most perpetrators! Of course it helped that I was a bouncer, and I look intimidating.

I’ve lived in China for quite a considerable time including my graduate school years, travelled and worked in a few cities and still choose my destination taking into consideration the density of smog or PM2.5 particulate matter in the region.
