Definitely not condoning anyone's actions here but I can sort of understand the staff not getting involved. They don't want to get stabbed by some gangster, especially when they know the police, the hotel management and probably the victim will do nothing to help or support them and they get paid crap salary for their job, assuming they actually do get paid every month.
Also, let's face it most people are just not the brave, heroic type.
The police there though, that's another thing. Talk about worthless.
